The Huntsville Water and Sewer Commission on Thursday voted to earmark $540,000 in general department funds to pay for design services by McClelland Consulting Engineers, Inc., the Fayetteville firm the city has engaged to develop a new wastewater treatment plant, a project estimated to cost $32.5 million.
